Our F&B MSW-to-SAF Project in Ghana has applied for an independent assessment against RSB requirements while it is still at the design stage.
F&B Bio Recyclage Ltd, a clean energy project developer headquartered in Kumasi, Ghana, has submitted the first application under the Roundtable on Sustainable Biomaterials (RSB) Preliminary Certification Framework. The framework allows SAF and advanced biofuel projects to have their documented systems independently assessed against applicable RSB requirements, including RSB CORSIA, before the plant is built.
RSB has announced the application on its own website, and we are pleased to share the news with our partners, investors and the wider aviation community.
Why we applied
Sustainability has to be built into a SAF project from the design stage, not added once the plant is built. Preliminary Certification gives us an independent view of our design against RSB’s requirements at the point where changes are still easy to make. It also helps us show financiers and airlines that feedstock traceability, greenhouse gas accounting and social safeguards are being addressed from the outset.
“Sustainability has to be built into a SAF project from the design stage, not added once the plant is built. We applied for RSB’s Preliminary Certification because our F&B MSW-to-SAF Project in Ghana is still in development, and the framework gives us an independent assessment of our design against RSB’s requirements at the point where changes are still easy to make. It helps us show financiers and airlines that feedstock traceability, greenhouse gas accounting and social safeguards are being addressed from the outset. We are pleased to be the first organisation to put RSB’s Preliminary Certification Framework into practice.”

About the F&B MSW-to-SAF Project
- Scale: designed to convert up to 2,000 tonnes of municipal solid waste per day into 80,000 to 90,000 tonnes of sustainable aviation fuel a year, primarily for international aviation markets.
- Technology: gasification, Fischer-Tropsch synthesis and hydroprocessing, with the fuel being developed with the intention of meeting ASTM D7566 and CORSIA requirements.
- Site: a 74-acre site at the Afienya Special Economic Zone in the Tema Industrial Area, secured with the Ghana Free Zones Authority and close to Tema Port, giving a clear route to export markets.
- Policy recognition: referenced in Ghana’s SAF Business Implementation Study under ICAO’s ACT-SAF programme, and listed on the ICAO Finvest Hub project repository, which connects SAF projects with potential investors and financing partners.
- Local benefit: the project is designed to convert municipal solid waste collected from households, markets and industries in Greater Accra into aviation fuel, giving that waste a productive use.
- Status: in development since 2021, with first-stage feasibility work completed. The project is now progressing towards pre-FEED and FEED alongside the Preliminary Certification process, which includes engagement with an RSB-approved Certification Body.
What Preliminary Certification means
The assessment is carried out by an RSB-approved Certification Body before the plant becomes operational. It is document-based, can be conducted remotely, and reviews design-stage evidence such as greenhouse gas calculations, chain of custody systems, legal compliance, stakeholder mapping and waste management plans.
It is important to be clear about its limits. Preliminary Certification is non-binding and does not replace full RSB certification. Greenhouse gas calculations are indicative at this stage rather than verified operational values, and the findings do not pre-judge the outcome of a future certification audit. It is an early assessment, not a presumption of future compliance. Full certification will still be required once the project reaches the appropriate stage.
For developers, the value lies in earlier identification of gaps, greater clarity for investors and offtakers, and independent assessment within RSB’s ISEAL Code-compliant certification system.
